20-A\/2023<\/a> of 22 March, establishing the General Regime for the Application of the European Funds of Portugal 2030 and the Asylum, Migration and Integration Fund for the 2021-2027 programming period was published.<\/p>\n<p>After the publication of the governance model of European funds, established in the <a href=\"https:\/\/dre.pt\/dre\/detalhe\/decreto-lei\/5-2023-206478423\" target=\"_blank\" rel=\"noopener\">Decree-Law No 5\/ 2023<\/a> of 25 January, this <a href=\"https:\/\/dre.pt\/dre\/detalhe\/decreto-lei\/20-a-2023-210543862\" target=\"_blank\" rel=\"noopener\">regulation<\/a> defines the general regime for the application of Portugal 2030 and relevant funds, namely regarding applicable rules, eligibility requirements, beneficiaries&#8217; obligations and funding models and forms, according to the Regulations (EU) N<a href=\"https:\/\/dre.pt\/application\/external\/eurolex?21R1056\" target=\"_blank\" rel=\"noopener\">o 2021\/1056<\/a>, <a href=\"https:\/\/dre.pt\/application\/external\/eurolex?21R1057\" target=\"_blank\" rel=\"noopener\">2021\/1057<\/a>, <a href=\"https:\/\/dre.pt\/application\/external\/eurolex?21R1058\" target=\"_blank\" rel=\"noopener\">2021\/1058<\/a>, and <a href=\"https:\/\/dre.pt\/application\/external\/eurolex?21R1060\" target=\"_blank\" rel=\"noopener\">2021\/1060<\/a> of the European Parliament and the Council, of 24June 2021 and Regulations (EU) No <a href=\"https:\/\/dre.pt\/application\/external\/eurolex?21R1139\" target=\"_blank\" rel=\"noopener\">2021\/1139<\/a> and <a href=\"https:\/\/dre.pt\/application\/external\/eurolex?21R1147\" target=\"_blank\" rel=\"noopener\">2021\/1147<\/a> of the European Parliament and of the Council of 7July 2021.    <\/p>\n<p>In accordance with European legislation, general rules on procedures for the analysis, selection and decision-making of operations were defined, imposing on all entities involved in the implementation of European funds, respect for the Charter of Fundamental Rights of the European Union, the United Nations Convention on the Rights of Persons with Disabilities and the duty to contribute to sustainable development and to preserve, protect and improve the quality of the environment, taking into account the \u201cpolluter-pays principle\u201d and the \u201cnot to cause significant harm principle\u201d.<\/p>\n<p>The diploma applies to operations funded by the <a href=\"https:\/\/ec.europa.eu\/regional_policy\/funding\/erdf_en?etrans=pt\" target=\"_blank\" rel=\"noopener\">ERDF<\/a> &#8211; European Regional Development Fund, the <a href=\"https:\/\/ec.europa.eu\/european-social-fund-plus\/en\" target=\"_blank\" rel=\"noopener\">ESF+<\/a> &#8211; European Social Fund Plus, the <a href=\"https:\/\/ec.europa.eu\/regional_policy\/funding\/cohesion-fund_en?etrans=pt\" target=\"_blank\" rel=\"noopener\">CF<\/a> &#8211; Cohesion Fund, the <a href=\"https:\/\/portugal.representation.ec.europa.eu\/news\/fundo-europeu-dos-assuntos-maritimos-das-pescas-e-da-aquicultura-2021-2027-2022-12-02_pt\" target=\"_blank\" rel=\"noopener\">EMFF<\/a> &#8211; European Maritime Affairs, Fisheries and Aquaculture Fund, and by the <a href=\"https:\/\/ec.europa.eu\/regional_policy\/funding\/just-transition-fund_en?etrans=pt\" target=\"_blank\" rel=\"noopener\">FTJ<\/a> &#8211; Fund for a Fair Transition, also applying (with the necessary adaptations) to the <a href=\"https:\/\/www.acm.gov.pt\/-\/fundo-para-o-asilo-a-migracao-e-a-integracao-fami-\" target=\"_blank\" rel=\"noopener\">AMIF<\/a> &#8211; Asylum, Migration and Integration Fund. .<\/p>\n<p>See the
