“Halfway to the Future”: new episode highlights the impact of the European Social Fund on development and democracy

The second part of the documentary promoted by the PESSOAS 2030 Programme reveals the central role of the European Social Fund in Portugal’s transformation and in promoting the founding values of democracy. A story that also inspires the mission of the AMIF 2030.

The Managing Authority of the PESSOAS 2030 Programme has released the second part of the documentary marking the 50th anniversary of the 25 April Revolution, focusing on the impact of the European Social Fund (ESF) in Portugal between 1989 and 2006. Entitled “Halfway to the Future”, the episode explores the first three Community Support Frameworks (CSF I, II and III), highlighting how EU funding played a decisive role in development, social cohesion and the consolidation of democracy.

The documentary shows how the April Revolution was instrumental in Portugal’s accession to the then European Economic Community — a step that enabled access to European investment and the embrace of the values underpinning the European project: human rights, freedom and equality. It is in this context that the ESF assumed a key role, by supporting the upskilling of young people and adults, promoting decent employment, social inclusion and equal opportunities — areas that are also central to the scope of the AMIF 2030.

Just as the ESF has contributed to social cohesion over the past decades, the AMIF 2030 Programme continues to work today towards a fairer, more inclusive and diversity-respecting Europe, with a particular focus on the integration of third-country nationals and the promotion of welcoming and cohesive societies.

Featuring testimonies from political and institutional stakeholders, the episode reinforces the importance of EU funds in transforming the lives of millions of people. The third and final part of the documentary will be released in 2026, marking the official conclusion of the commemorations of 50 years of Portuguese democracy.
