What it is

The European Commission has approved the Asylum, Migration and Integration Fund Programme (AMIF 2030) for the next programming period 2021-2027. Through this programme, Portugal has 74.5 million euros available to finance investments in the area of managing migratory flows.

The FAMI 2030 programme aims to: strengthen the asylum and reception system; encourage legal migration and promote the socio-economic inclusion of third country nationals; fight irregular migration and improve the efficiency, safety and dignity of return and readmission; and increase solidarity and the fair sharing of responsibilities between member states.

How it applies

The amount available in the programme is distributed among specific objectives and technical assistance.

The conditions to be met by those wishing to apply are defined in the general regime for the application of European funds and in the calls for tenders.

AMIF beneficiaries

  • Public authorities (national, regional and local)
  • Non-governmental organisations
  • International organisations
  • Refugee organisations and migrant-led organisations
  • Employer or employee associations (social partners?)
  • Higher education institutions and research centres

Relevant beneficiaries will be defined in each call for proposals.

Strategic objectives

 

The AMIF 2030, aligned with European Union priorities, is structured into four specific objectives:

Asylum

Investing in the efficiency of international protection procedures, in the improvement of services provided by reception facilities, in the supervised autonomy of unaccompanied minors and in alternative measures to detention.

Return

Investing in voluntary returns and reintegration in the countries of origin, in countering irregular migration, in the upgrade of temporary installation facilities and in the monitoring of forced returns.

Legal migration and integration

Supporting wider equity in the access to goods and services, integration and active participation in the Portuguese society, labour mobility, family reunification, Portuguese language training, acquisition of digital and other relevant skills for the integration in the national labour market.

Solidarity

Supporting cooperation with third countries, through resettlement and other legal avenues to protection, and solidarity between Member States, through the transfer of applicants or beneficiaries of international protection.

Strengthening and developing all aspects of the Common European Asylum System, including its external dimension.

Return

Contributing to countering irregular migration, enhancing effective, safe and dignified return and readmission, and promoting and contributing to effective initial reintegration in third countries.

Strengthening and developing legal migration to the Member States in accordance with their economic and social needs, and promoting and contributing to the effective integration and social inclusion of third-country national.

FAMI 2030 Governance Model

Monitoring Committee

The Monitoring Committee is responsible for monitoring the implementation of the Programme and comprises a diversified range of public and private bodies, observing the partnership principle underlying the life cycle of AMIF 2030 Programme.

The Committee approves the methodology and criteria used for the selection of operations, the annual performance reports , evaluation and communication plans, as well as any proposal by the Managing Authority for the amendment of the AMIF 2030 Programme.

The Committee examine the progress in the Programme implementation and the achievement of its objectives, the contribution of the Programme to tackling the challenges identified in the relevant country-specific recommendations, the progress made in carrying out evaluations, the accomplishment of communication and promotion of notoriety actions and the fulfilment of enabling conditions and their application. The Committee may also address recommendations to the Managing Authority arising from the monitoring of the various measures and interventions they are responsible for, to improve the effectiveness and efficiency of the Programme.
