According to the Portuguese Environment Agency, the AMIF 2030 Program does not fall within the scope of the SEA legal regime defined by article 3 of Decree-Law no. 232/2007, of June 15, which transposes article 3 of Directive 2011/42/EC, of June 25, on the assessment of the effects of certain plans and programs on the environment.
